This is the best graphics configuration I could do to get 50fps average with a GTX 1060 6gb and yea i know its not 60fps

Installation: put the system.xml file on your “Documents\Rockstar Games\Red Dead Redemption 2\Settings”, replace when ask it.

when i was testing it i did have some mods on that could affect the results so keep it in mind.
