Install vkbasalt
Unzip ‘Absolute Correction for RDR2 (vkbasalt).zip’
Copy all the contents of the ‘Absolute Correction for RDR2 (vkbasalt)’ directory, to the directory which contains RDR2.exe

For Steam add ENABLE_VKBASALT=1 to your launch options.
eg
ENABLE_VKBASALT=1 %command%

For other launchers(?) just make sure ENABLE_VKBASALT=1 is set in the enviroment.

The Pause key toggles the effects. This can be edited in vkBasalt.conf
